Duties and functions of municipal Chief Whip

The Chief Whip: is responsible for administering the whipping system that ensures that members of the party attend and vote in the council as the party leadership desires. The Office of the Chief Whip was established to create synergy and to maintain discipline among Councillors from various Political Parties.

The Role of the Chief Whip of Council covers both the political and administrative domains of Council with emphasis on the political aspect.

The Chief Whip has to ensure that relationship between political parties is constructive and focused on key issues that aimed at improving service delivery and the lives of the residents within Thabazimbi Local Municipality.

The Chief Whip further acts as a chairperson of Caucus Political Management which is the Speaker and the Mayor in the municipality. The Chief Whip ensures that there is equitable representation in Committees of Council.

Chief Whip’s other role in the municipality is also to make sure that the council runs smoothly as per the requirements of local government laws. The Chief Whip also ensures that councillors attend to their duties, assists in deploying councillors to various committees and ensures all councillors are accountable.

He maintains discipline among councillors. The Chief Whip of Council also serves as the Chief Whip of the ruling party and his responsibilities include the management of the Whippery of the ANC. The role of the Whippery is to manage the study groups and ensure that a member of the party speaks in one voice. The Chief Whip also serves as a link between the ruling party and its councillors

Chief Whip is the strategist of the party at the council as he further coordinates the municipality’s Chief Whips Forum and Chair its meetings
