MPAC ROLES AND RESPONSIBILITIES
MPAC (Municipal Public Accounts Committee) members play a crucial role in local government by providing oversight on financial management and service delivery. They are responsible for reviewing and evaluating the municipality's annual reports, financial statements, and audit reports to ensure transparency, accountability, and value for money. MPAC also investigates instances of unauthorized, irregular, fruitless, and wasteful expenditure.
Key Roles and Responsibilities of MPAC Members:
Oversight:
MPAC members, who are councillors not part of the executive or mayoral committee, act as an independent oversight body. They scrutinize the municipality's financial management and service delivery performance.
Reviewing Reports:
MPAC reviews and evaluates the content of the Auditor-General's reports, annual reports, and financial statements.
Promoting Good Governance:
MPAC promotes good governance, transparency, and accountability in the use of
municipal resources.
Investigating Issues:
MPAC can recommend or undertake investigations into matters within its area of responsibility, after reviewing any prior investigations.
Public Engagement:
MPAC facilitates public participation by encouraging community input and engagement in the oversight process.
Recommendations to Council:
MPAC makes recommendations to the Council based on its findings and evaluations.
Ensuring Compliance:
MPAC monitors the implementation of recommendations made by the Audit Committee and the Auditor-General.
Monitoring Performance:
MPAC examines performance-related information aligned with the municipality's functions and financial information.
Dealing with UIFWE:
MPAC reviews and makes recommendations to Council relating to the expediting and conclusion of Unauthorized, Irregular, Fruitless, and Wasteful Expenditure (UIFWE).
Adhering to Code of Conduct:
MPAC members are expected to uphold the Code of Conduct for Councillors and maintain values such as openness, honesty, and integrity.
